??? I'm guessing something was lost in translation and the original comment probably meant that he was now under the care of an organisation that deals with these sort of things.

THAT explains it. >_< The suspected drunk was the guy who crossed in 2005. I presume this guy was sober, although I'm not sure which is worse, having alcohol to blame it on, or being able to come to such a decision without the "help" of alcohol.
