Voters in Kinston NC voted overwhelmingly to have local elections non-partisan. The Department of Justice overruled the electorate and said partisan elections are needed so that black voters can elect their "candidates of choice" - identified by the department as those who are Democrats and almost exclusively black.

Even though over 2/3rd of the population is African-American, even though they voted overwhelmingly to do away with party affiliations when it came to local elections such as mayor and council members, the federal government feels that the townsfolk are not capable of voting fairly unless they can see who the democrat is.
The fed's opinion wouldn't matter except due to discrimination that occurred decades ago, certain southern states must have all voting laws approved by the federal government.
