because the federal government is making it so.

Even though over 2/3rd of the population is African-American, even though they voted overwhelmingly to do away with party affiliations when it came to local elections such as mayor and council members, the federal government feels that the townsfolk are not capable of voting fairly unless they can see who the democrat is.

The fed's opinion wouldn't matter except due to discrimination that occurred decades ago, certain southern states must have all voting laws approved by the federal government.
