Right. Bush poses a much greater danger than Kim Jong Il. A danger of protecting innocent civilian lives at home and abroad. A danger of promoting freedom in politics and a danger of creating economic freedom. Kim Jong Il, on the other hand, is not in danger of protecting innocent civilians just about anywhere -- he oppresses his own people and strives for a nuclear bomb (his favorite movies ARE 007, after all, and I somehow don't think he roots for Connery). Kim Jong Il is also not in danger of promoting freedom of any kind, except for himself -- he's a dictator so there's check next to the no freedom in politics box, and he keeps all the wealth in the greatly impoverished country, so there's the nix on economic freedom.
So President Bush basically poses danger of allowing us to live our lives without being killed at work in a high-rise building by Islamic terrorists, and Kim Jong Il poses no such danger.

Actually, Reuters is just reporting the results. Local polling companies in each country set them up.
Also, they weren't asking if the leaders of these countries made their own citizens safer, but the world in general. Not taking into account what Kim Jong Il might be doing covertly to make the world more dangerous, on the surface Bush's actions have had a greater impact worldwide.
