Hospitals in California, and other border states as well, I'm sure, are already failing due to the high cost of treating people who can't afford to pay, whether they're illegals, homeless, or just deadbeats or the dead.

And remember, it isn't OBAMA who "wants to exclude", it's the writers of the bills, who add these little touches because it's what the VOTERS want. Obama was speaking from what the bills he had read say. It may end up that that won't be what happens, or what is passed into law.
